Lincolnshire County Council ‘the Customer’ requires the provision of a Birth Counselling Service to provide support for birth parents and birth families, to enable them to manage the implications of adoption of a family member and have appropriate levels of involvement in the adoption process.
The Service will be accessible to all who need support throughout the adoption process and should engage effectively with hard to reach and vulnerable groups. The support options shall include face-to-face, virtual and telephone counselling, and therapeutic support groups, delivered by qualified counsellors.
The Service shall be able to offer a minimum of 40 general allocations per year, which may fluctuate based on demand and will be reviewed with the Customer to ensure levels are still appropriate.
Suppliers must upload their RFQ submissions on the Tender Portal by no later than 5pm on Wednesday 18th February 2026.

The scope of this DPS is to cover all future Transport requirements that the Council procures and is segmented into different categories of transport. Providers will need to register for each transport category they are interested in.
The Council will only advertise opportunities for each type of transport to those Providers registered for each category.
The categories of transport are as follows:-
*Education and Social Care
*Public Transport Bus Network
*Demand Responsive Transport.
Interested Providers should refer to the specifications found in Schedules A - C for details as to the requirements of the future contracts. These documents are provided in a draft state and final versions will be issued to Providers when specific requirements are called-off from the DPS. The initial DPS period is for 8 years (96 months) and can be extended perpetually by period(s) of up to 8 years (96 months). The Council reserves the right to close the DPS at any point. |

Lincolnshire County Council ‘the Customer’ requires the supply of high-quality, accessible, age appropriate and evidence-based Home Learning Parcels for each identified Children in Care (CiC) aged 3–11 years. Parcels shall include resources that support literacy and numeracy development and enable a positive home learning environment.
The Requirement shall be tailored to age groups and developmental stages, aligned with educational standards (e.g. Early Years Foundation Stage, Key Stage 1, Key Stage 2), as directed by the Customer.
The Supplier shall be required to provide 1,000 parcels per annum, calculated on the basis of an average of 250 parcels per cohort age group (Early Years Foundation Stage: 3-4yrs; Key Stage 1: 5-7yrs; Key Stage 2: 7-9yrs, 9-11 yrs). For full details, see Document 2: Specification.
In addition, Suppliers must submit representative physical samples of Home Learning Parcels (Question four, Document 3: Supplier’s Response). The samples MUST be sent via recorded delivery and be received no later than Friday 13th February 2026. Further details can be found in Document 1: Instructions.

The Council has a legal obligation to provide post-mortem (PM) and mortuary facilities under The Coroners and Justice Act (2009) working closely with the Lincolnshire HM Coroner's Service. Of the deaths reported to the Coroner, approx. 1300 each year require a post mortem, equating to 40% of reportable deaths. The DPS seeks to let contracts to a number of suppliers who shall provide post mortems and associated mortuary facilities for: • 1,300 – 2,000 PMs per year • Histology and Toxicology where required • Provision of PM reports • Swift TATs to ensure that the deceased are returned in a timely fashion

Active Recovery Beds will support individuals who require a period of bed-based reablement to enable them to focus on returning to their home. This will be achieved in partnership between the Council and the Provider.
