ENQ871 - Appointment of BSP Engineers for Bateman affordable housing scheme (#REQ-5257)
Appointment of BSP Consulting through Procurement Partnerships Professional Services Framework, a fully PCR 2015 compliant framework notified on Find a Tender Service (formerly the OJEU), to provide Civil and Structural Engineering and additional services in the delivery of affordable housing at Bateman st, Former Ivy House School Site under a future Design & Build contract.
The development site is a disused site, which was formerly the location of Ivy House School off Bateman Street, which was demolished many years ago. It is anticipated that the site will deliver 20 affordable energy efficient homes with associated landscaping and parking facilities. The properties will be a mixture of 2-, 3- and 4-bedroom houses to meet the demand on the social housing waiting list. This scheme was presented at PMO Gateway 2 Outline Business Case on 30th June 23.
BSP consulting were selected from the framework as they have affordable housing delivery experience within the East Midlands team, they have provided a very competitive quote and they have a good working relationship with the architects appointed on the project. We have reviewed the detailed scope of services procured under the Procure Partnerships Professional Services Framework for the Civil and Structural Engineering services and they are satisfactory for the Council’s needs, and we therefore propose to appoint using a Direct Award.
At this very early feasibility stage I have used an estimated construction cost of £4.13m approved at PMO Gateway 2 (30.06.23) and a 15% contingency. This is a precautionary approach given the current extraordinary volatility of the market for both materials and labour, and the resultant difficulty in forecasting, as well as the Council’s requirements for new homes to include misting systems and to meet the Future Homes Standard of thermal efficiency. As final total construction cost cannot be known at this early stage, there could be an increase in fee budget subject to an increase in build cost, that would require client approval and an updated PAF would need to be approved. Any increases to the budget will require client approval through the change control procedures set out by Change Derby.
BSP Fees exclusive of VAT:
Combined Phase I and II Site Investigation £8,210.00
Flood Risk Assessment & Drainage Strategy £2,650.00

The Fee’s total £30,158.74, to this we have added a 15% contingency of £4,523.811.
It has been agreed with Finance colleagues that development projects within the HRA will have a capital budget code created once they secure Planning Permission and Cabinet approval. Costs for this requirement are initially to be paid from Capital pre- Development cost code (budget allowed for) and then recharged to individual projects’ capital budgets as and when they are created within 23/24 FY.
The ultimate benefits will be the provision of around 20 affordable homes to Derby residents, with the benefits to health and wellbeing as described in the Council’s Housing Strategy. The provision of these homes will in turn reduce the number of people on the social housing waiting list and increase Council Income in the long term.
