 SEM6221-15983 Gambling Behaviour Change Campaign 26/10/2026 12:00 09/11/2026 31/03/2027 01/02/2027 £49,999.00 Invitation to quote Leicestershire County Council is seeking an experienced provider to undertake the research, co-production, development and design of a behaviour change campaign aimed at increasing awareness of and reducing gambling-related harms across Leicestershire. The requirement is for campaign development and design only. Implementation of the campaign is not included within the scope of this commission, but it is expected that the Provider will identify channels and methods for delivery. Gambling-related harm is recognised as a public health issue with impacts extending beyond individuals to families, communities and wider society. Harms can include impacts on mental and physical health, finances, relationships, employment, housing stability, and engagement with support services. Evidence also highlights the need to increase awareness, reduce stigma, encourage earlier help-seeking and improve understanding of the harms. Partners across Leicestershire are already working together in this space and have developed the Leicestershire Gambling Harms Health Needs Assessment (HNA) highlighting that anyone exposed to gambling products is at risk of experiencing the harms. A recommendation arising from the HNA was to produce a campaign to increase understanding and awareness of the harms associated with gambling. The Commissioner requires a Provider with proven expertise in the marketing and behaviour change field to bring together some of the initial work undertaken and identify what a local campaign would look like. The successful Provider will conduct all research and development work to produce a campaign strategy, creative concept and campaign assets that would enable the future delivery of a campaign. The campaign should be informed by local need, grounded in evidence-based behaviour change approaches and co-produced with people within the identified target audiences and those with lived experience of gambling-related harm. The impact of stigma should also be central to this commission and the use of stigma free language and a trauma informed approach implemented throughout the process. The Provider will also be required work with the Council’s corporate Communications team. All intellectual property developed through this contract shall belong to Leicestershire County Council.
 TD2340-15992 TD2340 - Framework for Highways Services 02/11/2026 12:00 01/05/2027 30/04/2031 01/08/2027 £72,000,000.00 The Council is seeking to establish a multi-supplier Highways Framework Agreement to support the delivery of highway maintenance, improvement, construction, specialist services, materials supply, plant hire and associated activities across the highway network and related infrastructure. The Framework will provide a compliant and flexible route to market for planned and reactive works and services and will be divided into the following 11 lots: Lot 1 - Road Markings & High Friction Surfacing Lot 2 - Road Restraint Systems Lot 3 - Temporary Traffic Management Lot 4 - Traffic Signals Lot 5 - Multi-Disciplined Lot 6 - Carriageway Maintenance Lot 7 - Carriageway and Footway Surface Treatments Lot 8 - Hire of Equipment (with/without Operators) Lot 9 - Haulage with Driver Lot 10 - Supply of Asphalt Lot 11 - Highways Resource Support The Framework has an estimated core value of £72 million over its full term. In anticipation of Local Government Reorganisation (LGR), the Council reserves the right to vary the scope, value and volume of services procured through the Framework. Should additional requirements arise as a result of LGR, the total estimated Framework value may increase to a maximum of £108 million. The values attributed to individual lots are indicative only and do not represent any guarantee of expenditure. Actual spend may vary between lots depending on operational requirements, available funding and any changes arising from LGR. Call-off contracts may include highway maintenance works, specialist highway services, traffic management, supply of materials, plant and equipment hire, haulage services and resource support. Requirements may range from small-scale reactive works to larger planned maintenance and capital improvement schemes. Appointment to the Framework does not guarantee any minimum value or volume of work. Call-off contracts may be awarded by direct award and/or further competition in accordance with the Framework terms and procurement documents.
 SEM6207-15999 SEM6207-Demolition of Former Beales Store (Mansfield Connect)-MDC 30/10/2026 12:00 01/01/2027 30/06/2027 £750,000.00 Published invitation to tender Mansfield District Council require a single contractor to undertaken demolition of the former Beales department store and associated former Co-Op buildings on Stockwell Gate/Queen Street, Mansfield prior to construction of the new Mansfield Connect multi-use building. The project will briefly comprise: Demolition, deconstruction, asbestos removal, site clearance and associated making good to the former Beales department store and associated former Co-op structures, including all temporary works, retained-asset protection, environmental controls and completion security works. The project is currently subject to planning permission and works are dependant on this being successfully obtained. It is expected that, subject to planning consent, demolition works shall commence as soon as practicable after receipt of planning permission and it is envisaged that this will be in January 2027. This procurement is reserved in accordance with PPN Action Note 005 (February 2025) and The Local Government (Exclusion of Non-commercial Considerations) (England) Order 2026. Participation is restricted to suppliers that are based or have established substantive business operations within the designated local area, comprising Nottinghamshire and the adjoining counties of Derbys, Lincs, Leics and South Yorks. This reservation reflects the location of the works and the Council's objective of securing local economic, employment and supply chain benefits arising from the contract.
