TD1909 - PM, QS, PD, CDM and COW services for the Riverside site (Britannia Court) by Baily Garner (#REQ-5142)
Appointment of Baily Garner (BG) through Procurement Partnerships Framework, a fully PCR 2015 compliant framework notified on Find a Tender Service (formerly the OJEU), to undertake the following services;
• Project Management
• Quantity Surveying
• Principal Designer/ CDM
• Clerk of Works
The services are required for the redevelopment of the Riverside site (former and now demolished Britannia Court) to provide affordable housing.
Having reviewed the detailed scope of services in the Procure Partnerships Professional Services Framework for the PM and QS services they are satisfactory for the Council’s needs and we propose to therefore appoint using a Direct Award. The PD/ CDM and COW services are outside of the Procurement Partnerships Professional Services framework, but we have been advised that we can appoint BG for these services under the same Direct Award.
BG’s fee for Project Management and Quantity Surveying services is based on their submitted percentage fee to Procurement Partnerships Framework of 0.9% and 0.99% plus VAT. Using an estimated build cost of £2,809,800 plus PMO required 10% contingency, BG’s fee is £58,416. BG have also provided a fee quotation PD/ CDMA services and Clerk of Works services and that is estimated to be £27,508 plus VAT. As BG will have knowledge of the site and experience of providing PD/CDM services as well as Clerk of Works services it seems sensible to appoint them for these necessary services also.
Once a contractor is appointed under a JCT design and build contract, the contractor will take on the role of Principal Contractor and Principal Designer services will cease to be required. CDM services will continue and Clerk of Works Services will commence once the project is on site.
