ENQ1306 - DCC Highways Maintenance Framework Support (Procurement) (#REQ-5150)
The existing Highways Maintenance Framework expires in 2026 and a new framework will be required to cover the next four year period, from 2027 to 2030. There needs to be capacity in terms of the service provision and framework value to cover both the requirements of the Council and potential to include a larger area should the local government reorganisation go ahead. Arcadis have been approached to support the procurement process through to Framework award and have been provided with the documents that were used to undertake the last framework procurement process in 2022. Following review of these documents and discussions with DCC, their service provision to cover the following activities and actions will be: Phase 1 – Document Review 1. Undertake a detailed review of the framework documents to highlight aspects which may need to be revisited and updated for the new framework award. This includes any new contract revisions under the NEC, considerations of the Procurement Act, and detail out the framework tender process (to include a stage 1 PQQ, for example). 2. Liaison with the existing DCC Lot leads to understand what aspects of the framework worked well and identify where any shortcomings have been found, and feed these into the procurement approach and new contract documents. 3. A review of the lessons learnt document, produced in 2022, and take forward learning into this procurement exercise. 4. Produce a Procurement Strategy document, capturing the findings above and detailing out process, timeline, number of lots, phased tendering (PQQ to shortlist for example), number of contractors. This will require liaison with the client and Procurement department to confirm suitability. Phase 2 – Stage 1 Tender Exercise (PQQ) 1. Prepare the documents for the PQQ stage, which will include updating the four Framework Documents from 2022, as detailed in Appendix 1. This includes the planned NEC Contract documents, ITT and general T&Cs of the Framework tender process. 2. Draft a selection questionnaire to understand capacity and capability for contractors to deliver individual lots. This will need a specific scoring criteria to ensure the best candidates are selected to receive the full tender, and have the benefit of reducing the pool of contractors to a small number to make the detailed tender review more efficient. 3. Assume the Procurement Department in the Council will issue and manage the PQQ process. We can support with responses to tenderer queries through this stage. Phase 3 – Lot Document Update 1. During the PQQ tender, update the individual Framework Lot documents. The existing documents provided are referenced in Appendix 1. Please note: • It is envisaged that the Process Overview document and Framework Agreement can be combined into one document. • We understand that the Framework Specifications will be updated by another party. • The qualitative assessment will be based on tenderers’ responses to specific questions relevant to each Lot. We will draft these and liaise with Council to understand specific requirements accordingly. • The pricing evaluation will need to have new example schemes to enable the tenderers to price each lot. We assume the drawings and specifications will be provided for this exercise, and we will draft an updated Pricing Schedule/BOQ per Lot to ensure consistency of Contractor pricing. • The DCC Method of Measurement document will need to be updated for the latest MCHW guidance. Phase 4 – Procurement Tender Issue to Successful Contractors from the PQQ 1. As with the PQQ Issue, we assume that DCC Procurement will undertake management of the tender under their procurement system. Arcadis will be available to support with tender queries. 2. Arcadis can also support with tender analysis (both qualitative and quantitative) scoring if required. Phase 5 – Post Tender Review 1. Undertake a lessons learnt workshop to capture areas of learning and provide findings in a report. 2. Update the DCC Framework Files for internal instructions on how to award contracts under the framework award. 3. Provide a Handover to the DCC framework manager if they have not been part of the process.
