TD2195 - Appointment of PM, QS and Sustainability Consultancy for Bramble Brook Extra Care (#REQ-5253)
Appointment of Arcadis Consulting UK Ltd through Procurement Partnerships Professional Services Framework, a fully PCR 2015 compliant framework notified on Find a Tender Service (formerly the OJEU), to provide Project Management, Cost Management and Sustainability consultancy for the Bramble Brook extra care housing development.
There is a shortage of extra care housing in Derby, in particular 1 bed extra care properties, the proposal is deliver circa 80 x 1 and 2 bed extra care flats to meet the demand in the city.
Arcadis consulting were selected from the framework as they have significant extra care housing delivery experience, the fee quote provided is competitive. We have reviewed the detailed scope of services procured under the Procure Partnerships Professional Services Framework and they are satisfactory for the Council’s needs, and we therefore propose to appoint using a Direct Award.
Based on an estimated build cost of £19,000,000, Arcadis fees for Project Management are 0.646% (£122,740), Cost Management 0.597% (£113,430) and Sustainability services of £95,661, totalling £331,831 exclusive of VAT. As we are at the very early feasibility stage of the project, we have allowed for a 15% contingency (£49,774.65) to account for unknown costs and fluctuations in the construction cost, If the 15% contingency is not sufficient then the PAF would need to be recirculated for further sign off.
It has been agreed with Finance colleagues that development projects within the HRA will have a capital budget code created once they secure Planning Permission and Cabinet approval. Costs for this requirement are initially to be paid from capital predevelopment cost code and then recharged to individual projects’ capital budgets as and when they are created.
The delivery of the project will be over seen by a project board and the PMO governance and assurance process.
The ultimate benefits will be the provision of around 80 extra care flats available to Derby residents, with the benefits to health and wellbeing as described in the Council’s Housing Strategy. The provision of these homes will in turn reduce the number of people in residential care and those awaiting discharge from hospital to suitable accommodation.
