TD2041 - Heating / Hot Water Systems (#REQ-5716)
Re-procurement of previous tender EEM0026 Heating / Hot Water Systems.
• Heating installation, repair and maintenance contractor; aiming to put in place a sole supplier, Aaron Services, through EEM via ‘Direct Award’ to carry out installation, repair and maintenance of boilers and heating systems in domestic properties under Healthy Housing Hub.
• Efficient delivery of this contract is crucial as we move into winter cold weather but particularly so during covid winter where the core work of Healthy Housing Hub is so instrumental in keeping vulnerable people in their own homes for longer, facilitating discharge from heath and care settings into a warm, safe home environment, tackling boiler/heating breakdowns and otherwise reducing pressure on nhs and social care.
• Anticipated increasing number of vulnerable households receiving the service over covid winter period; and Health and Care service and bed-space pressures, make it particularly important that this contract deliver prompt, timely and efficient interventions between first referral and completion.
• A familiarity with procedures, processes, client group and best, most effective ways to achieve completion of works in a timely and effective manner when working with a broad range of vulnerabilities (including mental health, learning difficulties, severe hoarding, extremely poor home hygiene, etc.) will be even more crucial than normal this winter as we seek to deal with the multiple challenges of escalated hospital/care discharges, remote staff working, covid working practices, etc.
• Direct awarding to Aaron Services, as the existing proven contractor for such Healthy Housing Hub works, will ensure efficient, safe continuity of business as we move into the covid winter period; whereas a further competition at this crux stage of cold weather service delivery could cause a critical disruption in service delivery which would put the lives of vulnerable people at risk and increase pressure on health and care services and bed-spaces.
• Healthy Housing members of staff operate a responsive/referral service for vulnerable clients, including home visits; managing the work on behalf of the vulnerable person, including liaison with the contractor, inspecting the work, cost control and payments.
• Provision of adequate working space heating and hot water for vulnerable people in Derby will inevitably contribute to a reduction in number of incidents of poor health and accidents in the home, reduced referrals to other services, reduced pressure of health and care bed-spaces and facilitate accelerated discharge from care settings.
• Not statutory but funded through, and as a requirement of the Better Care Fund agreement; with funding support from the Govt. statutory Disabled Facilities allocation; and some funding recovered through Healthy Housing Assistance loan element by which Assistance repaid in full if house sold or let within 5 years of receipt.
% typically funded via DFG allocation: 80%
% typically funded via BCF allocation: 20%
• Risk of non-compliance with the Better Care funding agreement and of under-spend of DFG allocation which could, in turn, lead to reduction in future DFG allocations.
If the service is not provided or is disrupted, there will inevitably be an increase in the incidence of preventable winter death and pulmonary respiratory illness in Derby due to excess cold, additional pressure on partner health and care services, additional pressure on health and care bed-spaces
