ENQ1021 - Appointment of HLP as Principal Designer for Bramble Brook site. (#REQ-5268)
Appointment of Halsall Lloyd Partnership (HLP) through a direct award via Procurement Partnerships Professional Services Framework, a fully PCR 2015 compliant framework notified on Find a Tender Service (formerly the OJEU), to provide Construction Design Management (CDM) Principal Designer (PD) services that are necessary as part of the usual due diligence for the project to provide extra care housing at the former Bramble Brook/ Humbleton View Day Care site, Mickleover.
DCC have a legal duty as the client to ensure obligations towards CDM are met and an appropriate qualified person for the CDM PD role is appointed.
The estimated construction cost of the project is £15m. The HLP CDM-PD fee is 0.30% o this cost, a total of £45,000. As we are in the early stage of the project and the construction cost could fluctuate, I have added a 15% contingency (£6,750). Therefore, in total £51,750 will be assigned to this contract.
HLP have been selected to provide this service as they are the appointed architect on the scheme so fulfil the criteria for the role by having a lead involvement in the design.
It has been agreed with Finance colleagues that development projects within the HRA will have a capital budget code created once they secure Planning Permission and Cabinet approval. Costs for this requirement are initially to be paid from capital pre development cost code and then recharged to individual projects’ capital budgets as and when they are created within 24/25 FY.
