To appoint Concertus using a direct award via an external framework to provide civil and structural engineering services, pre-novation. A 20% contingency has been added on to the fee proposal for any unknown additional works required plus £2k for a CCTV drain scan which may be required. DCC's HR team have confirmed that IR35 consideration is not required.
