Without the ability to purchase new green bins, the garden waste collection service would not be able to operate long term, with customers leaving once bins cannot be replaced and no new customers able to sign up to the service. This would cause a loss to LCC of up to approx. £60,000 per annum of surplus funds from the operation of the service as well as loss of reputation from failure of the service.
